SESSION #MH-1 (8:00-9:45AM) – The Auto Mechanical and Collision Repair Industries Post Recent VOC Change

PURPOSE OR OBJECTIVE 

To provide knowledge of current P2 and Toxics Reduction Issues for the Automotive Sector- Low VOC aerosols, New Compliant Coatings, Waste Minimization, CUPA aspects.

 

DESCRIPTION OF SESSION

Changes in coating and solvent regulations have driven technology changes in the auto repair and refinishing sectors.  Auto body shops are utilizing new coatings and cleaning techniques resulting in cleaner, greener shops.

The presentation will review pollution prevention opportunities for auto repair and refinishing shops.  Attendees will receive an update on the automotive repair and collision repair industries as a result of recent California Air Quality and hazardous materials/waste rule changes.  How does that impact workers’ health and the environment? What are the latest waste minimization techniques?  How can CUPA inspectors help shops with compliance and P2 strategies?  What easy resources are out there for busy inspectors?

Topics will include environmentally friendlier cleaning products, coatings and cleaning solvents, techniques to minimize coatings and products usage, and equipment and procedures to reduce waste disposal.

 

SESSION #MH-2 (10:00-11:45AM) – Update on California’s Paint Product Stewardship Program

PURPOSE OR OBJECTIVE

To help CUPA inspectors become familiar with the details of the California Paint Product Stewardship Program. Under recent changes in state law, sites collecting paint in partnership with PaintCare and under approval of CalRecycle, are under the authority of and subject to inspection by CUPA.

 

DESCRIPTION OF SESSION

Product stewardship is a product-centered approach to environmental protection. It calls on those in the product lifecycle – manufacturers, retailers, consumers and recyclers – to share responsibility for reducing the environmental impacts of products. PaintCare represents the paint industry’s commitment to product stewardship and the environmentally sound and cost effective end-of-life management for leftover, postconsumer architectural paint.

 

This course will provide an overview of PaintCare, progress to date with the California Program that began October 19, and the role of CUPAs in authorizing HMBPs for retailers serving as postconsumer paint drop-off sites.

 

SESSION #MH-3 (1:00-2:45) – CalRecycle Electronic Waste (E-Waste) Program

PURPOSE OR OBJECTIVE

To provide an update on the regulatory efforts of both CalRecycle and DTSC with regard to the E-Waste Program. It will also provide a refresher on how the E-Waste Program operates.

 

DESCRIPTION OF SESSION

The e-waste recovery infrastructure fostered by the CEW recycling program has resulted in approximately 1.2 billion pounds of obsolete TVs and monitors collected and dismantled in California over the past seven years. However, traditional markets for used CRT glass have diminished, creating challenges for recyclers looking for outlets for this material, even as an increasing amount of non-CRT video displays are joining the e-waste stream. CalRecycle and DTSC have been working on revised regulations to address this. Speakers will present an update on the new regulations and also provide a review of the e-waste claims and reporting processes, which will benefit both those new to the program and serve as a valuable refresher to those who have been managing e-waste for a decade.

 

SESSION #MH-4 (3:00-4:45PM) – P2 Success Stories

PURPOSE OR OBJECTIVE

Learn how operators identified alternatives, planned, paid for, installed, implemented, and monitored P2 projects; waste, toxicity, energy, water use, and/or emissions reduced.

 

DESCRIPTION OF SESSION

Business owner/operator presentations of their processes, including before and after scenarios, costs, supplier or vendor role, local agency role, drivers, waste reductions, compliance concerns, worker training, and lessons learned.  Two case studies, include supplier, assistance provider, local agency staff as applicable.

 

Success Story #1 – Safer Alternatives to Methylene Chloride Consumer Product Paint Strippers (by Katy Wolf)

Methylene chloride has been used for many years in consumer product paint strippers that are purchased from Home Depot, paint supply and hardware stores.  The strippers are used by consumers, small furniture stripping companies, contractors, boatyards and various other businesses to strip a range of items.  The chemical is a carcinogen and acute exposure to methylene chloride strippers is linked to two deaths in California in the last few years.  This presentation will describe two projects that focused on developing, testing and demonstrating safer alternatives to methylene chloride consumer product paint strippers.  It will also focus on the actions California agencies could take to restrict the use of the strippers.

 

Success Story #2 – An Unexpected and “Timely”Solution (by Tom Manzo)

Timely manufactures pre-finished steel doorframes.  The material is pre-finished with a Metal Coaters process. Timely uses lubricants to protect the paint, extends die life, help in the forming process and help in stamping / emboss process. Prior to 2010, Timely used deodorized kerosene.  They were looking for a better environmental solution and

ultimately ended up using Murphy’s Oil Soap. Timely gives a step-by-step analysis of the evaluation process and outcome including trade-offs and current situation.
