Technology Diffusion: Reasons to Change
Some reasons for technical assistance providers to switch from more
traditional technology diffusion efforts to an Accelerated Diffusion of
Pollution Prevention Technologies (ADOP2T) approach include:
- Assistance with developing sound technical principles and "how-to"
support regarding implementation of P2 practices is often required in
addition to "awareness knowledge" materials (e.g. fact sheets, case
studies, databases, Internet resources, etc.) to reduce the uncertainty
level of the industrial facility/client.
- Few regulations exist that require the implementation of P2, making
the adoption of P2 technologies largely optional. While many members
of industry recognize the value and importance of P2, there is little
urgency associated with it. P2 tends to be pushed aside in favor of more
immediate compliance-oriented strategies.
- Traditionally, adoption of innovation is a slow process. The greatest
lag time occurs in the early testing and verification stages. Even a
successful technology is slow to be adopted until a critical mass of
industry opinion leaders has implemented it. At this stage, the technology
moves from being innovative and risky to being recognized as standard and
accepted. ADOP2T attacks this early stage -- creating an industry-driven
incubator for demonstration, testing and ultimately adoption of innovative
technologies.
